Bill Cook brings over 30 years of high-level experience in property management, operations, and leadership to his role as Senior Vice President at Allied Residential. With a career that spans on-site community management to senior executive leadership, Bill has a proven track record of driving operational excellence, fostering employee development, and delivering results across diverse housing portfolios.
Most recently, Bill served as the Director of Housing Management for the Low Income Housing Institute. He was directly responsible for all multifamily operations at LIHI’s owned assets, which totaled more than 4,000 units. He was able to reverse the steadily declining financial situation LIHI experienced as a result of operating most LIHI properties in challenging jurisdictions like Seattle and Tacoma.
As Department Director and Senior Vice President at the King County Housing Authority (KCHA), Bill oversaw a portfolio of 3,838 units across 90+ properties with an annual budget of over $39 million. He spearheaded comprehensive employee training programs, led collective bargaining negotiations, and achieved national recognition for excellence in HUD REAC/NSPIRE physical inspections. His leadership enhanced financial performance, resident satisfaction, and operational efficiency.
Bill also brings experience in the private sector, having directed large-scale property acquisitions, repositioning, and renovations for both Thrive Communities and Holland Residential. His expertise in affordable housing management, compliance, and strategic planning complements LIHI's mission of providing sustainable and equitable housing solutions.
A dedicated advocate for professional development, Bill has also served on the boards and in executive positions of prominent housing associations, including the Pacific Northwest Regional Council of National Association of Housing and Redevelopment Officials (NAHRO), the Affordable Housing Management Association of Washington (AHMA), and the Washington Multi-Family Housing Association (WMFHA), where he played a pivotal role in the formation of the association as well as in associate education and industry advancement. His leadership, coupled with his deep commitment to housing equity, positions him as a transformative leader.
Bill enjoys the outdoors, including participating in activities like cycling, golf and boating. He is married to Kathie who is also in the multifamily industry on the vendor side and father to a 33-year-old son, Jonathan.
